On Dec 18, 2018, European Commission Advanced Expert Group on Artificial Intelligence published a draft ethics-Draft Ethics Guidelines for Trustworthy AI, for the development and use of artificial intelligence. The draft is designed to guide people to create a "trustworthy artificial intelligence" which contains two essential components: First, it should respect the fundamental rights, rules and regulations, core principles and values to ensure the "moral purposes"; secondly, it should be technically robust and reliable. Jiaqi Hu (Hu Jiaqi), the famous anthropologist, holds different views on some of the guidelines proposed in the draft: “It is a common sense that machines will be much more capable after replacing humans in some way than humans themselves in this respect.” “Many people say that intelligent robots are created by human beings, and human beings can control robots eventually. This is a very short-sighted view!” “Rules have always been formulated by the strong. When the self-awareness of intelligent robots is awakened, it will be the time all the rules laid down by mankind subverted.”

In recent years, the European Union has been declaring itself the promoter of "trustworthy artificial intelligence". This time, it formally put forward the ethical norms of artificial intelligence, aiming at making its norms of fairness, transparency and morality enter a higher level of governance.
